Under bondsman mounts it says: Any creature of animal intelligence (including many
magical beasts and vermin) can function as a Bondsman’s
bonded mount, provided that it is at least one
size category larger than its rider and that its anatomical
structure is capable of supporting a rider.
However, vermin by definition do not have animal inteligence. How can vermin be used as a mount?
Can a mindless vermin go through Brother's Bond ritual and thus become inteligent beings?

No. Basically, the mount must have an intelligence score of at least 1 to qualify. You'd have to have a special creature that has intelligence but is still classified as a vermin (such as a giant scorpion that is smarter than a normal scorpion). I don't have access to any examples here at the moment, but the assumption was that there probably are some creatures out there that would qualify, and we didn't want to exclude those.
In fact, if you look at the Pathfinder definition of the vermin type:
Vermin possess the following traits (unless otherwise noted in a creature's entry): 1. Mindless....
You'll see that's its technically possible.
BTW, the original MOA class had a drawing of a guy with a giant scorpion, which is probably what inspired me to add that aside.
