So, as I understand it, Belus used the (admitedly very secret) knowledge of how Israfel's Mark of Exile could be used to aid in entering her Horn Citadel as part of his move to unseat her and take control of the Domain of Penance for himself.
I'm assuming that this feat hasn't already been duplicated (or could be in the near future) by another bold individual simply because it may still be so...unknown and secret ...that almost no one else knows enough about it AND wants to try it yet.
BUT...Belus knows the routine and the sequence of what would need to be done to do it again. If he came into conflict with another member of The Six, couldn't he knock another one of them out of action in similar fashion?
Could Belus assume control of two domains simultaneously if he did? Say...Penance AND Wildwood, for example?

No he can't. To become a member of the Flock, one has to touch the Fowl to be replaced. Belus' body is in his citadel and uses an avatar to act. He would need to get his actual body into another citadel and that is impossible. Removing his body would mean he is no longer part of the Flock (and his oath prevents that) and the other Fowl would have to stop him (as part of their oaths).

Nor can he simply tell someone else how to do it. Remember, he'd have to have the brand of exile for any given member of the Six, but beyond that, they all defend their citadels to the high heavens. That's why he arranged to have her slain as he entered her citadel, and why he branded thousands upon thousands with the gold mark of exile and had them all storm the citadel simultaneously.
And arguably, he doesn't have control of Penance exactly. Remember, he's didn't take the Queen's place, currently her place is empty. Instead he took Bathkol's place, he just did so in the borders of Penance. He should have her copy of the Oath (intact) as well as what he's managed to scrounge up of Bathkol's. Assuming nothing in his current book prevents it, he may could chain himself to her Oath and become master of Penance in that fashion. . . edited by ShadowcatX on 9/6/2011

Some of what you guys wrote above I'm not sure I really knew, so...I'm glad I asked. This is useful information to be sure. L

I am impressed you guys have your head rapped around this one extremely well, the only thing i would add is that Belus picked and choose to a point, the pages from the book he bound himself to so though he is very much restricted by a good potion of the oath he is not wholly bound as the other remaining feathered foul edited by ToddM on 9/6/2011

Oathbound's a setting that is well worth wrapping one's head around.
I do have a question though, if he did take, wholly, the queen's oath upon himself, would one then have to have Bathkol's mark of exile and the gold mark of exile in order to enter his citadel? If so he might have an ace in the whole yet.

Well, the gold citadel doesn't exist anymore, so you'd just need the bronze symbol. However, the real snafu is that Belus only has the gold symbol, so he can't enter his own citadel except by dying and reforming inside. It is said that the bronze brand crumbled with the original citadel, so newcomers couldn't get in. Only Bathkol (or possibly some ancient survivor of long ago) would have the bronze key and could unseat him. While you could always have the bronze key turn up in your game, the currenlt scenario is that Bathkol intends to enter the citadel and destroy it once the stranger's plans are in place to break the Forge, but Belus is trying to build up his power as a god so as to be able to prevent this when it finally occurs.

But the reason that the gold citadel doesn't exist anymore is that the Queen's Oath doesn't currently have anyone chained to it. Were Belus to chain himself to it (assuming nothing in his current oath prevents such), wouldn't that make his citadel both gold and bronze?

I've had another thought about Belus not being able to share what he knows. I think he is on the Path of Exile and I believe that prevents him from sharing what he knows. That is why he asked his partner to take the mark of exile upon himself but refused to explain why.

I suspect that if it was possible that would mean that an intruder would need both the bronze and gold Marks of Exile to enter. That wouldn't help Belus with entry privileges, but it might prove an inconvenient complication for Bakthol's plans.

That's what I was talking about, they'd need the mark of bronze and the mark of gold to enter his citadel. Of course, he's doing everything in how power to not be subject to the full restrictions of the Flock, so its kind of a last ditch effort, but it might be a trick he can pull.

Well, you can certainly do that in your game, but officially, there is no Gold citadel anymore (it exploded), so the gold mark is useless. However, if you follow along the same lines as what happened in the Kiln, if someone can find Israfel's original book and knows what to do with it, they can regrow the gold citadel somewhere. We specifically didn't explain what happened to that so you can throw it in your game however you want. One further catch is that the brands crumble when the citadels are destroyed, so if the citadel is regrown, it's not clear how to create new keys (except for those who already have the mark). This may be part of the Oath improving itself over time.

Far be it from me to argue with the president, but I'm pretty sure Oathbound Seven explicitly states that Belus has Israfel's original book.
Interesting that the brands crumble, for some reason I thought the brands were the other half of their souls (unhowed or however they're spelled.) I should have remembered that, since there's only one person (known) to be alive that has the mark of iron, Bathkol.

Well, you are definitely paying attention, but those are their weapons that are the halves of their souls. The brands are artifacts of the Oath. Created as part of the magic that created the citadels.
