Belus and the secret Marks of Exile

So, as I understand it, Belus used the (admitedly very secret) knowledge of how Israfel's Mark of Exile could be used to aid in entering her Horn Citadel as part of his move to unseat her and take control of the Domain of Penance for himself.
I'm assuming that this feat hasn't already been duplicated (or could be in the near future) by another bold individual simply because it may still be so...unknown and secret ...that almost no one else knows enough about it AND wants to try it yet.
BUT...Belus knows the routine and the sequence of what would need to be done to do it again. If he came into conflict with another member of The Six, couldn't he knock another one of them out of action in similar fashion?
Could Belus assume control of two domains simultaneously if he did? Say...Penance AND Wildwood, for example?
