The O7 corebook indicates that Belus has pretty much managed to quell the other bloodlords of Penance, at least on personal terms, especially now that he has ascended to avatar status (with the exception of Helicon).
That said, one quick look at the political map of the Penance Domain tells you that the seven primary bloodholds of Penance City are all jockeying for political and military control of the plains. So...what happens, say...when Belus's forces forces clash with Mabon out to the west of Penance city...legion versus legion, for example?
If the 5th Field Legion of Blackwall (led by the Order of the Blackened Shield under High Lord Mobius Smoke-Eater) were to clash with the Templars of the Illuminated Dawn (under High Priestess Rhiannon Leviticus) somewhere NW of the Forest of Winter, say, might Belus himself intervene were things to go poorly for his zealots? His clerics would probably be able to keep him pretty up to date on field operations out there in the tall grass. Not to mention his redwinged blackbirds...
And if Belus himself were to intervene in a key battle...what of Mabon? Seems pointless to position armies out in the field only to see them fall at the hands of a demigod. And if Mabon himself made an appearance, with high level help I'm sure, could he hold his own against Belus? The book indicates that he's a super-tough gladiator (say FTR20/ROG4/WIZ1, for example), so...maybe he could...I'm thinking? Not to mention that I'm not entirely convinced that Belus would necessarily want to have take on an epic level warrior adversary like Mabon?
I'm just thinking out loud here. My players are all pretty smart and have been RPGers for decades now and some of these kinds of questions might come up. Maybe not exactly these ones...but I'm just trying to work out some of the actual logic behind aspects of some of the conflicts that may get played out in session and these kinds of answers are ones that I'm gonna need to work out...even if only behind the scenes.
