The O7 corebook indicates that Belus has pretty much managed to quell the other bloodlords of Penance, at least on personal terms, especially now that he has ascended to avatar status (with the exception of Helicon).
That said, one quick look at the political map of the Penance Domain tells you that the seven primary bloodholds of Penance City are all jockeying for political and military control of the plains. So...what happens, say...when Belus's forces forces clash with Mabon out to the west of Penance city...legion versus legion, for example?
If the 5th Field Legion of Blackwall (led by the Order of the Blackened Shield under High Lord Mobius Smoke-Eater) were to clash with the Templars of the Illuminated Dawn (under High Priestess Rhiannon Leviticus) somewhere NW of the Forest of Winter, say, might Belus himself intervene were things to go poorly for his zealots? His clerics would probably be able to keep him pretty up to date on field operations out there in the tall grass. Not to mention his redwinged blackbirds...
And if Belus himself were to intervene in a key battle...what of Mabon? Seems pointless to position armies out in the field only to see them fall at the hands of a demigod. And if Mabon himself made an appearance, with high level help I'm sure, could he hold his own against Belus? The book indicates that he's a super-tough gladiator (say FTR20/ROG4/WIZ1, for example), so...maybe he could...I'm thinking? Not to mention that I'm not entirely convinced that Belus would necessarily want to have take on an epic level warrior adversary like Mabon?
I'm just thinking out loud here. My players are all pretty smart and have been RPGers for decades now and some of these kinds of questions might come up. Maybe not exactly these ones...but I'm just trying to work out some of the actual logic behind aspects of some of the conflicts that may get played out in session and these kinds of answers are ones that I'm gonna need to work out...even if only behind the scenes.

I think you may be misreading to some degree that Belus still considers Illumina his. True his nephew is running it, but as a god, he is trying tospread his religion to all the citizens of Penance, which would include many in Blackwall. Intervening on one side over the other would probably lose him many of those worshipers. It's a complex web. I think he is involved in fighting Abbydon only because he rivals him as a god. Belus has no current control over Illumina and doesn't have "troops", though he does have priests and followers.

OK. I know I read the section that indicated Belus' nephew (his name escapes me but I am gonna need to bookmark that bit), but I think that detail didn't sink in...there's an enormous amount of data to absorb in the sections relating to the ongoing wars in Penance City, and, by extension, the surrounding plains.
So...nevertheless, according to the way that map is demarcated on page 144, the Illuminan territory, as it stretches out to the west of Penance City, is still a work in progress and would almost certainly come into conflict with the expanding Blackwall "state". Given what you said above, the military people involved with trying to make sure said territory isn't wiped out, would simply be the various Illuminan Bloodlords trying to take advantage of a fluid situation. Territorial expansion would equate to power and gold, in their minds.
OTOH, since Illumina is closely associated with Belus himself, even now (meaning 950 e2), I would imagine that the expansion out on the plains would include flegdling clerics and high priests of his new religion based involved in evangelism and conversion. The OB7 corebook does indicate that Belus is pretty focused on that goal.
Would all (or most) of the higher ranking Illuminan field people, bloodlords, razors, knights, warriors, mercenaries, and whatever, have necessarily converted to the new Belusian (for lack of a better word) faith yet? Or would there still be significant numbers following their own gods or beliefs and simply let be (for now) because of their perceived value to Illumina at the moment?
